We, the citizens of Bengaluru, demand the immediate reversal of the Solid Waste Management (SWM) User Fee implementation for FY 2025 - 26.

Why this matters

Thousands of Bengaluru residents are being charged twice for waste collection because GBA rushed the new SWM User Fee without proper planning. People are paying for services GBA doesn’t even provide. This must be stopped now.

Here’s what went wrong:

1. Large apartments charged twice:

BBMP added the SWM fee before introducing the “Bulk Waste Generator” option. The “Bulk Waste Generator” exemption was introduced only around 20 April 2025, after thousands had already paid the SWM fee with property tax. Large apartments have now paid twice, once to GBA and once to empanelled vendors even though GBA provides no waste collection to them.

2. No Clarity for Smaller Apartments (<100 units):

GBA’s ever-changing definition of “bulk generator” (First 20 - Then 50 - Now 100 units) has trapped smaller apartments that have been using private vendors. Residents of these apartments can neither choose the “bulk waste generator” option, nor pay as they will end up making a double payment - one to the empanelled vendor and another to GBA, for a service that GBA does not even provide to their apartment.

3. Unjust Fee on Vacant Plots:

Charging SWM fees on vacant plots where no waste is generated or collected is unreasonable and unfair. Yet, many owners have already been billed.

4.Irregular Collection for Independent Houses:

In several areas, waste collection from independent houses is irregular or completely absent, even though residents are paying the SWM User Fee. Citizens are being charged for a service that GBA is not consistently delivering.

Our Demands:

  • Reverse the SWM User Fee implementation for 2025–26 immediately.
  • Adjust all already-paid amounts against next year’s property tax.
  • Waive any penalties that may have been levied for non-payment.
  • Reintroduce the fee only next financial year after proper stakeholder consultation with RWAs, citizen groups, and bulk waste generators ensuring fairness and clear definitions.
  • Streamline and resolve all the abovementioned issues before reintroducing the SWM User Fee next year.

This is not a call to avoid responsibility. It’s a call for fairness, accountability, and good governance.

Bengaluru’s residents are ready to do their part, but not at the cost of being penalized for GBA’s poor implementation.
