Bruhat Bengaluru Mahanagara Palike (BBMP) has recently started serving notices to tens of thousands of property owners claiming that they have underpaid their property tax for the last 5 years. These notices are carrying a demand running into tens of thousands of rupees to even lakhs of rupees. These notices are based on a Zonal Reclassification that was apparently done by BBMP in 2016.
ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಇತ್ತೀಚೆಗೆ ತಮ್ಮ ಆಸ್ತಿ ತೆರಿಗೆಯನ್ನು ಕಳೆದ 5 ವರ್ಷಗಳಿಂದ ಪಾವತಿಸಿಲ್ಲ ಎಂದು ಹೇಳುತ್ತಾ ಹತ್ತಾರು ಸಾವಿರ ಆಸ್ತಿ ಮಾಲೀಕರಿಗೆ ನೋಟಿಸ್ ನೀಡಲು ಆರಂಭಿಸಿದೆ. ಈ ಸೂಚನೆಗಳು ಹತ್ತಾರು ಸಾವಿರ ರೂಪಾಯಿಗಳಿಂದ ಲಕ್ಷ ರೂಪಾಯಿಗಳವರೆಗೆ ಬೇಡಿಕೆಯನ್ನು ಸಾಗಿಸುತ್ತಿವೆ. ಈ ಸೂಚನೆಗಳು 2016 ರಲ್ಲಿ ಬಿಬಿಎಂಪಿಯಿಂದ ಸ್ಪಷ್ಟವಾಗಿ ಮಾಡಲಾದ ವಲಯ ಪುನರ್ ವರ್ಗೀಕರಣವನ್ನು ಆಧರಿಸಿವೆ.
I would like to humbly submit that this is purely harassment of innocent citizens, for the following reasons –
ಈ ಕೆಳಗಿನ ಕಾರಣಗಳಿಗಾಗಿ ಇದು ಸಂಪೂರ್ಣವಾಗಿ ಮುಗ್ಧ ನಾಗರಿಕರ ಕಿರುಕುಳ ಎಂದು ನಾನು ವಿನಮ್ರವಾಗಿ ಸಲ್ಲಿಸಲು ಬಯಸುತ್ತೇನೆ –
BBMP is now claiming that tens of thousands of citizens have deliberately underpaid property tax with a view to evading tax payments. This is completely untrue, unreasonable and unfair, for the reasons already listed above. Majority of the citizens of this city are honest and law-abiding and pay their taxes properly and on time. Citizens are surely not at fault on this issue, for the reasons mentioned above.
Notices being issued after 5 years with demands running into tens of thousands of rupees to lakhs of rupees is completely unreasonable, particularly coming in the wake of the COVID-19 pandemic where people have lost their livelihoods and cannot afford these payments. Tens of thousands of property owners have started receiving these notices and there is widespread shock and surprise due to this.
Your intervention on this matter would be hugely welcome and appreciated, where I request you to direct BBMP to withdraw these notices and waive any arrears. This would provide immense relief to the lakhs of law-abiding and honest citizens who are impacted and aggrieved due to this. I also request you to direct BBMP to implement this Zonal Reclassification with effect from the next financial year after following a proper process of intimating citizens about the change.
I request your kind intervention to direct BBMP to do the following, so that such issues do not crop up in the future -
- BBMP must withdraw all the notices issued and waive off all the arrears that they are demanding from citizens.
- BBMP must implement this Zonal Reclassification with effect from the next financial year onwards.
- BBMP must publicize the Zonal Reclassification extensively, including media advertisements, public notices, issuing messages through Ward Committees and putting up posters in Government Offices, including issuing such advertisements and publicity at least a few months before the property tax is due to be paid by the citizens.
- At the time of paying property tax, the property owner must be alerted about the reclassification so that they can undertake a recheck. At the physical centers, the officials can inform the citizens whereas on the online portal, a pop-up message can be posted to alert citizens about the same.
- If possible, given that properties are being geo-tagged, BBMP can automatically classify the zones for each property, at least wherever possible, so that there is no confusion.
- If there are instances of under-payments, whether intentional or not, BBMP must serve notices in the same year itself so that citizens can rectify their mistakes, if any.
- 2016 ರಲ್ಲಿ ಅಥವಾ ನಂತರದಲ್ಲಿ, ಈ ವಲಯ ಮರು ವಿಂಗಡಣೆಯನ್ನು ಬಿಬಿಎಂಪಿ ಮಾಡಿದಾಗ ಯಾವುದೇ ಪ್ರಚಾರವನ್ನು ಮಾಡಲಾಗಿಲ್ಲ, ಅಂದರೆ ಹೆಚ್ಚಿನ ನಾಗರಿಕರಿಗೆ ಈ ಬದಲಾವಣೆಯ ಬಗ್ಗೆ ತಿಳಿದಿಲ್ಲ.
- ಆಸ್ತಿ ತೆರಿಗೆಯನ್ನು ಪಾವತಿಸುವ ಸಮಯದಲ್ಲಿ, ಆನ್ಲೈನ್ನಲ್ಲಿ ಅಥವಾ ಕೇಂದ್ರದಲ್ಲಿ, ಮರು ವರ್ಗೀಕರಣದ ಬಗ್ಗೆ ನಾಗರಿಕರಿಗೆ ಯಾವುದೇ ಸಂದೇಶ ಅಥವಾ ಎಚ್ಚರಿಕೆಯನ್ನು ಪೋಸ್ಟ್ ಮಾಡಲಾಗಿಲ್ಲ.
- ಆಸ್ತಿ ತೆರಿಗೆ ಪಾವತಿಸಲು ಆನ್ಲೈನ್ ಪೋರ್ಟಲ್ನಲ್ಲಿ, ಕಳೆದ ಕೆಲವು ವರ್ಷಗಳಿಂದ ವಿವರಗಳನ್ನು ಬದಲಾಯಿಸಲು ಯಾವುದೇ ಅವಕಾಶವಿರಲಿಲ್ಲ ಮತ್ತು ಇತ್ತೀಚೆಗಷ್ಟೇ, ಇಂತಹ ನಿಬಂಧನೆಯನ್ನು ಪೋರ್ಟಲ್ನಲ್ಲಿ ಪರಿಚಯಿಸಲಾಗಿದೆ.
- ಅದೇ ವರ್ಷದಲ್ಲಿ ಬಿಬಿಎಂಪಿಯು ಆಸ್ತಿ ತೆರಿಗೆ ಪಾವತಿದಾರರಿಗೆ ಕಡಿಮೆ ಪಾವತಿಯ ಬಗ್ಗೆ ನೋಟಿಸ್ ನೀಡಿದ್ದರೆ, ಜನರು ತಾನೇ ಬದಲಾವಣೆ ಮಾಡಿ ಪರಿಷ್ಕೃತ ಪಾವತಿಗಳನ್ನು ಮಾಡಲು ಪ್ರಾರಂಭಿಸುತ್ತಿದ್ದರು. ಬಿಬಿಎಂಪಿ ಈಗ ಹತ್ತಾರು ನಾಗರಿಕರು ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಪ್ರಾಪ್ ಅನ್ನು ಕಡಿಮೆ ಪಾವತಿಸಿದ್ದಾರೆ ಎಂದು ಹೇಳಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ
- ಸಾಧ್ಯವಾದರೆ, ಪ್ರಾಪರ್ಟಿಗಳನ್ನು ಜಿಯೋ-ಟ್ಯಾಗ್ ಮಾಡಲಾಗುತ್ತಿದ್ದು, BBMP ಸ್ವಯಂಚಾಲಿತವಾಗಿ ಪ್ರತಿಯೊಂದು ಆಸ್ತಿಗೂ ವಲಯಗಳನ್ನು ವರ್ಗೀಕರಿಸಬಹುದು, ಕನಿಷ್ಠ ಎಲ್ಲಿ ಸಾಧ್ಯವೋ ಅಲ್ಲಿ ಯಾವುದೇ ಗೊಂದಲವಿಲ್ಲ.
- ಉದ್ದೇಶಪೂರ್ವಕವಾಗಲಿ ಅಥವಾ ಇಲ್ಲದಿದ್ದರೂ ಕಡಿಮೆ ಪಾವತಿಗಳ ಉದಾಹರಣೆಗಳಿದ್ದರೆ, ಅದೇ ವರ್ಷದಲ್ಲಿ ಬಿಬಿಎಂಪಿ ನೋಟಿಸ್ಗಳನ್ನು ನೀಡಬೇಕು, ಇದರಿಂದ ನಾಗರಿಕರು ತಮ್ಮ ತಪ್ಪುಗಳನ್ನು ಸರಿಪಡಿಸಿಕೊಳ್ಳಬಹುದು. ಬಿಬಿಎಂಪಿಯ ತಪ್ಪುಗಳು ಮತ್ತು ಅಸಮರ್ಥತೆಗಳಿಗಾಗಿ ಹತ್ತಾರು ಸಾವಿರ ಮನೆಗಳು ಮತ್ತು ಲಕ್ಷಗಟ್ಟಲೆ ನಾಗರಿಕರು ಪ್ರಭಾವಿತರಾಗಿದ್ದಾರೆ ಮತ್ತು ಅನಗತ್ಯ ಕಿರುಕುಳಕ್ಕೆ ಒಳಗಾಗುತ್ತಿದ್ದಾರೆ. ಈ ಸಮಸ್ಯೆಯನ್ನು ಪರಿಹರಿಸಲು ಮತ್ತು ಲಕ್ಷಾಂತರ ನೊಂದ ನಾಗರಿಕರಿಗೆ ಪರಿಹಾರ ನೀಡಲು ನಿಮ್ಮ ತಕ್ಷಣದ ಮತ್ತು ಪರಿಣಾಮಕಾರಿ ಮಧ್ಯಪ್ರವೇಶವನ್ನು ನಾನು ವಿನಂತಿಸುತ್ತೇನೆ.
Tens of thousands of households and lakhs of citizens are impacted and are being subjected to undue harassment, for the faults and inefficiencies of BBMP. I request your immediate and impactful intervention to resolve this matter and provide relief to the lakhs of aggrieved citizens.
