The BMLTA Bill is an outcome of fourteen long years of discussions and despite every stakeholder agreeing on the need for BMLTA, the Bill still languishes awaiting legislation. The recently concluded Belagavi winter session of the Karnataka Legislature, too, disappointingly failed to pass the BMLTA Bill.

ಇತ್ತೀಚೆಗೆ ಮುಕ್ತಾಯಗೊಂಡ ಕರ್ನಾಟಕ ವಿಧಾನಮಂಡಲದ ಬೆಳಗಾವಿ ಚಳಿಗಾಲದ ಅಧಿವೇಶನ ಕೂಡ BMLTA ಮಸೂದೆಯನ್ನು ಅಂಗೀಕರಿಸುವಲ್ಲಿ ನಿರಾಶಾದಾಯಕವಾಗಿ ವಿಫಲವಾಗಿದೆ.ಪ್ರಸ್ತುತ, ಏಜೆನ್ಸಿಗಳ ನಡುವಿನ ಸಮನ್ವಯದ ಕೊರತೆಯ ಕಾರಣ, ಖಾಸಗಿ ವಾಹನಗಳು ಟ್ರಾಫಿಕ್ ಜಾಮ್‌ಗಳಲ್ಲಿ ದೀರ್ಘಕಾಲ ಸಿಲುಕಿಕೊಂಡಿವೆ, ಸಾರ್ವಜನಿಕ ಸಾರಿಗೆಯ ಸವಾರರ ಸಂಖ್ಯೆಯು ಕ್ಷೀಣಿಸುತ್ತಿದೆ ಮತ್ತು ಪ್ರಯಾಣಿಕರು ಕಳಪೆ ಗುಣಮಟ್ಟದ ಸೇವೆಯನ್ನು ಅನುಭವಿಸುತ್ತಿದ್ದಾರೆ.

Currently, lack of coordination amongst the agencies has meant that private vehicles are growing exponentially and perennially stuck in traffic jams, public transport ridership numbers continue to plummet and commuters suffer a poor quality of service. Lack of last-mile connectivity and absence of integrated ticketing are well documented gaps but none of the existing institutions have neither the inclination nor the accountability to solve these issues. Therefore, BMLTA with the necessary statutory backing is urgently required to ensure planning and service coordination amongst urban transport providers.

ನಗರ ಸಾರಿಗೆ ಪೂರೈಕೆದಾರರ ನಡುವೆ ಯೋಜನೆ ಮತ್ತು ಸೇವಾ ಸಮನ್ವಯವನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಲು ಅಗತ್ಯವಾದ ಶಾಸನವನ್ನು BMLTA ಬೆಂಬddಲದೊಂದಿಗೆ ತುರ್ತಾಗಿ ಮಾಡಬೇಕಿದೆ.

In the meantime, BDA has announced the preparation of the Masterplan 2041. In the absence of BMLTA, an informed debated consensus on land use and transport integration is not possible and the city will again face the familiar consequence – poor isolated plans of different agencies which are poorly implemented leading to urban sprawl and further degradation of quality of life.

ಈ ಮಧ್ಯೆ, BDA ಮಾಸ್ಟರ್‌ಪ್ಲಾನ್ 2041 ರ ತಯಾರಿಯನ್ನು ಘೋಷಿಸಿದೆ. BMLTA ಅನುಪಸ್ಥಿತಿಯಲ್ಲಿ, ಭೂ ಬಳಕೆ ಮತ್ತು ಸಾರಿಗೆ ಸಮನ್ವಯದ ಬಗ್ಗೆ ಚರ್ಚೆ ಮಾಡಿ ಒಮ್ಮತಕ್ಕೆ ಬರಲು ಸಾಧ್ಯವಿಲ್ಲ ಮತ್ತು ನಗರವು ಯಥಾ ಪ್ರಕಾರ ಅದೇ ಪರಿಣಾಮವನ್ನು ಎದುರಿಸಬೇಕಾಗುತ್ತದೆ - ವಿವಿಧ ಏಜೆನ್ಸಿಗಳ ಕಳಪೆ ಪ್ರತ್ಯೇಕ ಯೋಜನೆಗಳು ಕಳಪೆಯಾಗಿ ಕಾರ್ಯರೂಪಕ್ಕೆ ತರಲಾಗಿದೆ. ಇದು ನಗರ ವಿಸ್ತರಣೆ ಮತ್ತು ಜೀವನದ ಗುಣಮಟ್ಟವನ್ನು ಮತ್ತಷ್ಟು ಅವನತಿಗೆ ಕಾರಣವಾಗುತ್ತದೆ.

I request you to table the BMLTA Bill in the upcoming legislative session in January / February 2022 and get the Bill passed so that BMLTA can become a reality soon. The Authority and the Bill are already delayed by many years and we do not have a single day to lose.

2022 ರ ಜನವರಿ / ಫೆಬ್ರವರಿಯಲ್ಲಿ ಮುಂಬರುವ ಶಾಸಕಾಂಗ ಅಧಿವೇಶನದಲ್ಲಿ BMLTA ಮಸೂದೆಯನ್ನು ಮಂಡಿಸಲು ಮತ್ತು ಮಸೂದೆಯನ್ನು ಅಂಗೀಕರಿಸುವಂತೆ ನಾನು ನಿಮ್ಮನ್ನು ವಿನಂತಿಸುತ್ತೇನೆ. ಈಗಾಗಲೇ ಹಲವು ವರ್ಷಗಳ ಕಾಲ ಪ್ರಾಧಿಕಾರ ಮತ್ತು ಬಿಲ್ ವಿಳಂಬವಾಗಿದೆ ಮತ್ತು ಇನ್ನಷ್ಟು ವಿಳಂಬವಾಗುವುದು ಬೇಡ.
